1.- INTRODUCTION
After
drawing up and revising the Sustainability Diagnosis and consulting the local
population, we are now going one step further and creating the design for a Plan of Action for Sustainability, a
programme that proposes concrete actions for improvement that can be carried
out in the short, medium or long term, depending on their interest, scope and
complexity. The Plan therefore first defines the strategic lines, that is, the
broad focus of the work that will be contained in the proposals for action. (See attached graphic)
Having
defined the intended objectives of each of these strategic lines, the Plan
details the work that will be done, quantifying the proposals for carrying each
one out and prioritising those that are considered to be more relevant to
realising the anticipated changes.
It
is therefore a question of defining the model of the town that people want to
have, setting the goals that should be reached in sustainability, defining the
strategic lines and establishing the actions and stages needed to bring them to
fruition.
At
the same time, it will be necessary to closely follow the experience of other
towns in the Uribe Kosta area that are already taking part in local
sustainability processes and have confronted similar challenges and problems to
those that face Berango. Their input can be of great help to us in avoiding
going up blind alleys.

The
following section describes the strategic lines proposed by the technical
services of ORTZADAR S.L. for each of the selected themes and defines the
general criteria for sustainability that are sought by their application. For
example, there is a detailed description of those programmes that need to
include actions aimed at reaching fixed objectives.
It
was considered sufficient to propose a total of 12 strategic lines (see table)
that cover such diverse fields of action as spatial planning, protecting
natural resources, improving urban mobility, preventing pollution, promoting
employment, standardising the use of the Basque language and improving cultural
offerings.

The following pages discuss the actions that it would
be desirable to implement in Berango in the next few years. The proposed
actions would last four or five years; at the end of this period it would be
advisable to re-evaluate and refine the objectives and actions to be
undertaken.
The actions can be divided into seven basic groups according to their
characteristics. These groups involve actions that:

...raise consciousness, in order to communicate
and teach the ideas of sustainability and the necessity of acting in a global,
united and coordinated manner.

...incorporate or modify laws, in order to
regulate uses or activities and bring legislation up to date.

...bring to light economic activities that favour
