1.- INTRODUCTION

 

After drawing up and revising the Sustainability Diagnosis and consulting the local population, we are now going one step further and creating the design for a Plan of Action for Sustainability, a programme that proposes concrete actions for improvement that can be carried out in the short, medium or long term, depending on their interest, scope and complexity. The Plan therefore first defines the strategic lines, that is, the broad focus of the work that will be contained in the proposals for action. (See attached graphic)

 

Having defined the intended objectives of each of these strategic lines, the Plan details the work that will be done, quantifying the proposals for carrying each one out and prioritising those that are considered to be more relevant to realising the anticipated changes.

 

It is therefore a question of defining the model of the town that people want to have, setting the goals that should be reached in sustainability, defining the strategic lines and establishing the actions and stages needed to bring them to fruition.

 

At the same time, it will be necessary to closely follow the experience of other towns in the Uribe Kosta area that are already taking part in local sustainability processes and have confronted similar challenges and problems to those that face Berango. Their input can be of great help to us in avoiding going up blind alleys.

 

 



2.- PRELIMINARY PROPOSAL FOR STRATEGIC LINES

 


The following section describes the strategic lines proposed by the technical services of ORTZADAR S.L. for each of the selected themes and defines the general criteria for sustainability that are sought by their application. For example, there is a detailed description of those programmes that need to include actions aimed at reaching fixed objectives.

 

It was considered sufficient to propose a total of 12 strategic lines (see table) that cover such diverse fields of action as spatial planning, protecting natural resources, improving urban mobility, preventing pollution, promoting employment, standardising the use of the Basque language and improving cultural offerings.

3.- INITIAL PROPOSAL FOR ACTION

 

The following pages discuss the actions that it would be desirable to implement in Berango in the next few years. The proposed actions would last four or five years; at the end of this period it would be advisable to re-evaluate and refine the objectives and actions to be undertaken.

 

The actions can be divided into seven basic groups according to their characteristics. These groups involve actions that:

 

·         ...raise consciousness, in order to communicate and teach the ideas of sustainability and the necessity of acting in a global, united and coordinated manner.

 

·         ...incorporate or modify laws, in order to regulate uses or activities and bring legislation up to date.

 

·         ...bring to light economic activities that favour actions and attitudes in support of change.

 

·         ...provide facilities and infrastructure.

 

·         ...integrate sustainability criteria into the various facets of the municipality.

 

·         ...promote studies and plans to improve knowledge of those features that we wish to influence.

 

·         ...are management tools, such as environment control, procedures or applications for given actions beyond the municipal level.

2.1.3.     Continue to send out the cleaning brigades to the Gobel River and all other rivers and streams that flow through the municipality.

2.1.4.     Ask the Provincial Government to improve the roadsides that fall under its jurisdiction.

P1. PUBLICISE TOPICS OF LOCAL INTEREST

11.1.2. Increase the quality and content of the sustainable development web pages of the towns and Mancomunidad. MANCOMUNIDAD

Promote the sustainable management of municipal services

 

P1. SUPPORT MUNICIPAL MANAGEMENT WITH SUSTAINABILITY CRITERIA

 

12.1.1. Introduce sustainability criteria as another element in municipal decision making.

12.1.2. Continue action to clean up graffiti.

12.1.3. Conduct an “Ekoscan” of the Town Hall (and municipal facilities, Culture, etc.). MANCOMUNIDAD

12.1.4. Create an internal dynamic within the Town Hall and with other Town Halls in the Uribe Kosta Mancomunidad by monitoring the adoption of Local Plans of Action, internal training and communication and community participation. MANCOMUNIDAD

12.1.5. Design and implement the Geographic Information Service (G.I.S.) containing the location of and relevant data on all the selective collection waste containers in the town. MANCOMUNIDAD

12.1.6. Put 0.7% of the budget into international cooperation.

Title

 

 

The heading or title of the project or action.

Strategic line

 

The fundamental objectives that structure the Plan of Action and contain the action.

Programme

 

The specific objectives that structure the Plan of Action and contain the action.

Description

 

A brief description of the action and its justification, etc.

Priority

 

Sets the importance or interest of the action. It can be high, medium or low.

Time needed for completion or introduction

 

Either the time in which it is forecast that an action will be completed or will be introduced if the action is lengthy. It can be short term (0-1 year), medium term (1-3 years) or long term (3-5 years).

Recurrence

 

The frequency with which an action, which may be continuous, has to be repeated. Can be annual or every few years.

Budget (€)

 

The estimated cost of carrying out the action.

Indicators

 

Indicator or indicators related to the action either directly or indirectly.

Verification of execution

 

Refers to the progress made in carrying out the action. It therefore indicates if it is about to start, has started, is well advanced or has ended.

Bodies and agents

 

Those responsible for the action being carried out.

Sources of financing

 

The financial resources that will allow the action to be carried out.
