| The aim of the activity carried out by Behargintza is based on two basic mainstays; i.e., the promotion of employment, and the encouragement of local economy. Both are interrelated in every sense; in other words, it is necessary to consolidate and stimulate the local economic activity for employment policies to be able to establish themselves and develop. Therefore, the greater the economic activity, the higher the employment rate, always bearing in mind the special situation of the unemployed. It is essential to focus on those local economic agents, as they must be on the basis of the new action guidelines, though never passing over other tendencies and experiences. Those action guidelines are of greater importance as far as the promotion of employment is concerned, due to the fact that they try to bring into line the situation of the job seekers with the requirements of the offerers. Nevertheless, local economic agents are not important only in that specific field, but also in all the other activities carried out by Behargintza, which will be mentioned below in detail.
